Great map and supporting facts from NIH that show many states in the United States where consumption of alcohol by those under 21 is not necessarily prohibited. In others, there is a "location exemption," where minors can drink at home, for example. The yellow states don't have exceptions whatsoever. You still must be 21 to purchase alcohol.
